This Codex addresses collective organisation, authority, and social coherence.

It examines how groups form, how power circulates, and why governance systems stabilise or collapse. Emphasis is placed on responsibility, delegation, and the limits of collective abstraction.

Community is treated as a living structure, not an ideology.
Governance is treated as a functional process, not a moral position.

No system can absorb responsibility on behalf of its members.
No authority can override consequence.

This Codex clarifies the conditions under which coordination remains coherent, and the points at which systems fracture under their own weight.
